BWSL Meeting Minutes

11/26/07

 

I –Roll Call:

All teams had representation except 2Xtreme.  Referee Assignor Derrick was also present.

 

II – Approval of meeting minutes from 10/29/07:

Minutes were approved. 

 

III – Communication Reports from Board Members:

            A.  Vice President: Jennifer Reeves:

1.   Stats:  Stats need to be emailed as soon as possible but no later than Wednesday.  Stats are to include goals, assists, yellow cards or red cards.  Stats need to be sent by each team manager after every game regardless of if the team won or lost.  If player names are pre-printed onto the game sheet, the names of those players who did not show up to the game are to be crossed out.

 

B.     Secretary:  Jean Ansourian: nothing to report.

 

C.     Treasurer:  Trudy Pitters: absent

 

D.    FSSA Liaison:  Heather Aguilar: absent

 

E.     Referee’s Liaison: Nikki Pipes: absent

1.  Nikki sent out an email indicating that she needed to step down from her position.  A replacement needs to be identified.  Theresa is going to follow up with the individual who was previously nominated for the position during the last election.

 

F.      Games Rules Chairperson:  Debbie Chin:

1.      The Game Rules and Regulations have been revised.  The updated version will be posted to the website.  Below are some of the changes that were made:

§  The online registration process was added.

§  2 Divisions for the league was updated including the rules for how the divisions are decided.  This will go into effect for the Spring 2008 season.

§  Referee fees for game cancellations were updated.

§  The official title of the VP was changed throughout to Vice President of Technology, Statistics and Scheduling. 

§  Game sheets need to include the names of all 3 referees printed clearly.

§  If a game is called and less than ˝ of the game was completed, the game will be made up.  If over ˝ of the game was completed, the results will stand.

§  Game results need to be emailed by Wednesday.

 

2.      Debbie reported that some refs had asked her to clarify some of the game rules:

§  If one team has less than 11 players, the opposing team can only play a maximum of 2 players up (ex: if team A has 8 players, team B can only play with 10).  This rule applies throughout the entire game.  If the team with fewer players sustains an injury and a player has to leave the game, the other team needs to also remove a player from the field.

§  Field conditions/Goals:  There is very poor lighting on the south end of Field 2, so poor that the linesman could not see the goal.  There was also a gap in the net on that goal.  It was clarified that it is the ref’s responsibility to check the condition of the field and the equipment prior to the start of the game.  Derrick also confirmed that this is the ref’s responsibility. 

o   Bania will follow up with the park regarding the lights and condition of the nets.

§  If a referee does not show or needs to leave due to illness, a substitute linesman can be used.  This is simply someone who is at the park who is asked to call when the ball goes out of bounds.  The center ref will determine whose ball it is and will make all offsides calls.

§  Substitutions are unlimited and may be made during any throw in or goal kick.  Substitutions are not allowed during free kicks or corner kicks.

§  Slide tackling is not allowed, however, a slide tackle does not necessarily result in an automatic yellow card (only if the play was dangerous).

§  Coed rules:  The goal keeper cannot handle the ball at all beyond 10 feet from the goal box.

 

3.      Concerns over dangerous plays:  Debbie expressed concerns about dangerous plays that are not being called by the referees.  It is the referee’s responsibility to keep the game under control.  Swearing is not allowed on the field.  Derrick was asked to review the concerns about safety on the field with all of the referees.

 

G.    League Registrar: Teresa Mujica:

1.      There are still 3 or 4 players who registered for the fall season but never paid the registration fee. 

2.      Drop Fee:  There is a fee of $3 when a player is dropped from a roster.  Discussion followed regarding if the fee should be paid by the player who was dropping off the team or the new player who was adding on.  Different teams handle the fee in different ways.

 

H.    Arbitration and Discipline Chairperson: Lauren Johnson: absent

 

I.       Marketing, Growth and Promotions Chairperson: Glenda Powers:  absent

1.  Glenda has not been able to attend any meetings.  The board feels this         position requires the member to be present at the meetings and therefore will be seeking nominations for this position.

 

IV – Unfinished Business: 

            A.  Spring Tournament:

The tournament will likely be a Saturday in February.  Bania is working on finalizing the date with the park.

 

            B.   Spring Season:

1.   Dates:   The following dates are proposed for the Spring 2008 season:  2/3/08- 5/4/08.  One Sunday will not have games due to Easter.  Jenny will follow up with the park to check field availability.

 

2.   Teams:   All Fall teams will be back to play in the Spring.  There is a possibility that 2 more teams may be added (International Ballers and a team formed by players seeking a team on the website).

 

3.   Divisions:   Beginning in the Spring 2008 season, there will be 2 divisions in the league.  Division I will be the top 4 teams and Division II will be the bottom 4 teams based upon the final standings of the Fall 2007 season.  Any new teams will be added to Division II unless the team is known to play at a very skilled level.   

 

V -  New Business

A.    Game sheets:

The game sheets need to be revised. A designated space for all 3 referees to clearly print their name needs to be added.  However, 500 new games sheets were recently ordered, so new sheets will not be ordered until we run out.  In the mean time, the referees are to write in their names on the sheet.  If there are any current questions as to the name of a referee from a game, Derrick can be contacted.  He also reports that he emails Trudy and the Referee Liaison every Friday the schedule of who is assigned to what game. 

 

B.     Team Fees:

There is a proposal to have one set fee per person for a season rather than having a team fee.  This way, an individual could register and pay online, eliminating the hassle for team managers to track down team fees.  Any sponsorship for a particular team could be split between that teams players.  Bania will get some figures on the costs and present them at the next meeting.

 

C.     Games 12/2/07: 

A reminder was given that some teams have doubleheaders on 12/2/07 due to make up games from previous rain outs.
